In the Kaplan MacGregor book it says they come with Tourney Action 1, 2 or 3 shafts. Not sure if these are the same as the Pro Pels (may well be) - but 2 would equate to medium firm, posibly slightly stiffer than a modern regular shaft I would guess. Certainly nothing to worry about. Attached a pic from the 1966 catalogue.

Do I see fewer grooves and how does that affect spin?

I think its just a low resolution pic so its hard to see the grooves on the face with the “alternate sandblasted lines”. The 1966 catalogue says:
