Hi,
Has anyone made their own impact bag that is silent? If so, please let me know how you did this.
I live in a small house and I have the neighbours very close to me.
Some of them have small children and I don’t want to wake them up late evenings.

Good luck with that, Hans. Here’s what I’d do: do the impact bag drills while blasting the more “action oriented” part of a porn movie at full volume. Trust me, the neighbors will never say anything to your face. 
I have mine in my office space and my neighbors just get used to hearing the bag and foam balls bouncing off the walls.

I have the same problem and here’s how I solved it:
Set up impact bag as normal per Lag’s recommendations or equivalent.
Take 2-3 old towels and/or sweatshirts. Wrap them around the bag but leave a tiny bit of slack so they are not taught. Secure with bungee cords around the outside.
This should kill the noise. You may need to reposition the towels/sweatshirts from time to time but that’s just the way it is.
I got so lucky with my bag (March 2009). I went to a carpet store and they had these 2x3 feet samples of a discontinued carpet line which are hemmed at the edges, which they gave me for free. I have always wrapped around a thich throw away around the bag. For more quietness I hit where the carpet edges are. A little hard on the hands but not too bad. The bag tarp bag itself has not recieved any cruelty and is still in great shape. It sits in my living area where I use it as an ottoman when not hitting it.
